Meeting Minutes
March 7, 2023
I. Call to Order/Roll Call
President Spakowicz called the meeting of the Village of Pewaukee Police Commission to order at 5:01 p.m. on March 7, 2023. Secretary McNeill conducted a roll call. The following persons were present: Commissioners William Gehrking, Pete Rohde and President Dave Spakowicz. Commissioner Bloedow were excused from the meeting.
Chief Timothy Heier and Sergeants Lucas Twelmeyer and Brian Foth were also present.
II. Citizen Comments
There were no citizen comments. John Gilbert was the only citizen present at the police commission meeting.
III. Approval of Minutes of Previous Meeting
The minutes of the November 16, 2022 meeting were presented for review.
Commissioner Gehrking made a motion to accept the minutes as presented. Secretary McNeill seconded the motion.
The motion passed unanimously.
The minutes of the December 12, 2022 meeting were presented for review.
Commissioner Gehrking made a motion to accept the minutes as presented. President Spakowicz seconded the motion.
The motion passed unanimously.
IV. Resignation of Police Commission Members with an Effective Date of April 30, 2023
Commissioner Jill Bloedow and Secretary Mary McNeill have both submitted letters of resignation effective April 30, 2023. The two openings will be posted on the village’s website in April 2023. An application will be available on-line. It was also noted that the election of Police Commission Officers also takes place in May 2023.
V. Annual Report on the Current Status of the Police Department and Department Programs
The 2022 Annual Report for the Village of Pewaukee Police Department was presented by Chief Timothy Heier. No concerns in regards to the performance of the Police Department was raised.
Sergeant Luke Twelmeyer provided a detailed overview of the status of the Lake Patrol. No concerns were reported.
VI. Possible Action on Lake Patrol Sergeant and Officer Candidates
The Lake Patrol currently has four vacant positions. Tire recommendation was made to the Commissioners to promote Melissa Schmackle to the position of Sergeant of the Lake Patrol. The names of Kelly Zelinski, Edward Ciano and Jennifer Feather were provided for fulfilling the remainder of the positions.
Commissioner Rohde made a motion that Melissa Schmackle be promoted to Sergeant of the Lake Patrol and the other three applicants be hired pursuant to the successful passing of a background check. Commissioner Gehrking seconded the motion.
The motion passed unanimously.
VII. Closed Session
Secretary McNeill made a motion that the Police Commission move into closed session pursuant to Wisconsin Statues Section 19.85(1) (c) to consider employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body had jurisdiction or exercises responsibility specifically regarding Police Officer candidates.
The motion was seconded by Commissioner Rohde. A roll call vote was taken by Secretary McNeill. The motion passed unanimously.
The commission moved into closed session at 6:40 p.m.
VIII. Reconvene into Open Session
Commissioner Rohde made a motion to reconvene into open session. Commissioner Gehrking seconded the motion. Secretary McNeill took a roll call vote and the vote passed unanimously. The Commission reconvened into open session at 8:45 p.m.
IX. Possible Action on Police Officer Candidates
Commissioner Rohde made a motion to forward the names of Parker Frick, Robert Koper and Payton West to Chief Heier to continue forward in the hiring process. President Spakowicz seconded the motion. Secretary McNeill took a roll call vote and the vote passed unanimously.
X. Adjournment
Secretary McNeill made a motion to adjourn, which was seconded by Commissioner Rohde. The motion was passed unanimously. President Spakowicz adjourned the meeting at 8:50 p.m.
