Paving & Utility Improvements in: Capitol Dr. & W. Wisconsin Ave.
06.23.2025 Update:
The Village Board awarded the 2025 Road and Utility project contract to Payne & Dolan, Inc. on June 17, 2025. The Capitol Drive project will be from 200 feet east of Sussex Street to Clark Street. The W. Wisconsin Avenue project will be from the railroad tracks to Burroughs Drive. The work is anticipated to start in mid-July and substantially completed by October 1, 2025.
Along Capitol Drive, the work includes relay of the water main, catch basin and inlet replacements, spot concrete curb and gutter removal and replacement, spot concrete sidewalk and ADA ramp removal and replacement, and pavement striping. The water services will be replaced from the water main to the curb stop valve box which is near the property line. The proposed reconstruction will include removal and replacement existing asphalt pavement. The existing street width will remain the same as most curb and gutter will remain as is.
Along W. Wisconsin Avenue, the work includes removal and replacement of the asphalt pavement, spot concrete sidewalk removal and replacement, and pavement striping.
During the project, a construction inspector will be onsite to observe construction. You may contact this inspector if you have comments, questions, or concerns with the project.
Parking and Access
Before actual construction starts, the Contractor will be issuing a notice 24-hours in advance to properties along the construction work. After that notice, the utility and street work will begin. Traffic will attempt to be maintained as much as possible during the construction. There may be intermittent times when no access will be allowed depending on what work is being completed. One way traffic is proposed to be maintained by Contractor. Please observe “No Parking” signs to assist the Contractor in getting the work completed.
Water service repairs
The contractor and inspector will coordinate with property owners with more advanced notices regarding short term water outages to businesses and residential homes needed for water main cross over connections and water service replacements.
Garbage and Recycling
During the street reconstruction, Garbage and Recycling collection will continue on the same day that it is usually collected. One way traffic flow will be maintained. Your carts may need to be moved to the end of the street if the garbage truck cannot get through the construction project.
Street Reconstruction
The plan is to preserve as much concrete curb and gutter as possible. The Contractor will attempt to not disturb fences or retaining walls that are located adjacent to the sidewalk. If you have any plantings or landscaping that you want to re-plant please have them removed before the construction begins. Also, you may trim any limbs or bushes that overhang the street. The Contractor will not be responsible for broken branches that overhang into the street.
One way traffic is planned to be maintained during the project. Please do not drive on the new pavement until the barricades have been removed from the entrances. The new street will be opened as soon as possible. The Contractor is allowed a certain number of work days. Keeping the street temporarily closed after the pavement is completed and cured prevents the pavement and concrete driveways from cracking and failing. After the street is open, there may be seeding and miscellaneous work to finish. The schedule of this project will depend greatly upon the weather.
Street and utility reconstruction is a major undertaking. We appreciate your tolerance to the noise, dust, dirt, mud, and the overall inconvenience of reconstruction.

06.02.2025 Update:
The 2025 Street and Utility Improvement project is out for bidding. The Capitol Drive section of the project is from Clark Street to Dynex Drive. The work includes removal and replacement of asphalt pavement, striping, water main, and spot removal and replacements of concrete sidewalk and ADA ramps, and catch basins. The W. Wisconsin Avenue section of the project is from the railroad tracks to Burroughs Drive and includes removal and replacement of asphalt pavement, and striping, and spot removal and replacement of concrete sidewalk, ADA ramps, and water main valves and boxes. Work is planned to begin in mid July.

2024 projects and requests:
- 2024 Road & Utility Improvements will consist of water main and street reconstruction on Orchard Ave from Lake to the alley and the west section of the alley from Orchard to Park Ave and the water main relay and street construction on Park Hill Drive from Lakeview Ct to Oaklawn Ct.
Orchard Avenue & Park Hill Drive Updates:
- 12/11/24:
The road project has been completed. Restoration and remaining punch list items should be completed by June 2025.
- 11/1/24 Update:
Paving will begin November 2, 2024, paving on Park Hill and Orchard Ct. Please do not park on the new pavement.
- 9/13/24 Update:
The Pewaukee Road and Utility Improvements Project started this week with water main work on Park Ave. and continuing down Orchard Ave Alley. Your patience and understanding is appreciated with the partial closure on Park Ave. It will be paved and reopen before the weekend.
Orchard Ave.
Week of 9/23 – Water Main installation will be tested this week. Residents may experience slight delays, please be patient as the contractor will get traffic through.
Park Hill Dr. (Oaklawn Ct. to Lakeview Ct.)
Week of 9/23 –Water main installation will continue. Please be patient in single-lane traffic work zones.
*Schedule is weather dependent. No parking on roadways in work areas.
- 10/01/24 Update:
Orchard Ave.
Week of 10/01 - Water service installations to occur this week. DPW workers will knock on doors to notify residents when water service connections will be made. Homeowners will be without use of water for approximately one hour and notified when back on.
Park Hill Dr. (Oaklawn Ct. to Lakeview Ct.)
Week of 10/01 - Water main installation has finished. Main will be tested this week.
- 10/21/24 Update:
Orchard Ave.
Installation of concrete curb and gutter, sidewalks, handicap ramps and driveway aprons. There will be limited to no access to driveways so please check your doors and mailboxes for notices and durations.
Park Hill Dr.
Water main connections will be installed with daily shut downs, please check doors for notices. Water main services will also be installed, homeowners will be notified of shutdown during connection. Installation of concrete curb and gutter, sidewalks and handicap ramps.
There will be a lot of activity this week so please be patient and use alternate routes if feasible.
