PUBLIC WORKS AND SAFETY COMMITTEE MINUTES
OCTOBER 1, 2024
1. Call to Order, Pledge of Allegiance, Moment of Silence, and Roll Call
Member Grabowski called the meeting to order at approximately 4:30 p.m. The Pledge of Allegiance was recited, followed by a moment of silence.
Roll Call was taken with the following Committee members present: Member Ed Hill, Member Nick Wellenstein, Member Chris Krasovich, and Member Jim Grabowski.
Members Absent: Patrick Wunsch, Mark Grabowski, and Laurin Miller.
Also Present: Village Administrator, Matt Heiser; Village Public Works Director, Dave Buechl, and Village Clerk, Jenna Peter.
2. Approval of Minutes of Previous Meeting
a. September 3, 2024
Member Hill moved, seconded by Member Krasovich to approve the September 3, 2024 minutes of the Public Works and Safety Committee meeting as presented.
Motion carried 4-0.
3. Citizen Comments
Cheryl Mantz @ 315 Cardinal Ridge Drive - Ms. Mantz shared a petition with signatures with the Committee. The petition is in favor of installing yield or stop signs at 2 locations: The intersection of Prospect Ave and School Street and the intersection of Prospect Ave and Lake St by the Library. Mantz stated the backup of traffic by the school has gotten worse. People are turning and cutting off cars and last year a crossing guard was hit.
4. Old Business
a. Review, Discussion and Possible Action on Well 7 Site Selection and Layout Alternatives
Director Buechl explained at the previous Public Works and Safety Committee meeting on September 3, 2024 staff was presented with 3 potential well sites for Well 7. The Committee recommended to the Village Board to proceed with the selection of the Cecelia Drive location. The Committee also asked staff to prepare site layout alternatives for further review.
Member Hill stated that if we are going above ground, site 2 would be better.
Member Hill moved, seconded by Member Wellenstein to recommend to the Village Board site layout according to figure 2 if the storage tank is above ground and site 4 if it is underground.
Motion carried 4-0.
5. New Business
a. Discussion on 2025 GIS Contract Update
Buechl explained this is contracted through Ruekert-Mielke. Village staff and DPW use this tool a lot. It shows street utilities, sanitary utilities, cemetery details, etc. Upgrades and redesigns will be approximately $25,500 above what is normally budgeted. Grabowski asked if sanitary sewer videos can be linked to the GIS system in the future.

b. Discussion on Well 4 HMO Treatment Sewer Discharge Design and Approval Status
Buechl explained the Well #4 HMO Treatment System project at 800 College Ave has started construction. We are still in the process of getting approval for the sewer discharge location and connection. At the time of bidding for this project, written approval was obtained by Lake Pewaukee Sanitary District (LPSD). Negotiating the agreement with LPSD took several months with additional conditions being added by LPSD. One of the conditions was “Should the development increase LPSD’s flow to a point that the conveyance system is reaching capacity at the Well No. 4 connection, the Village will have to disconnect the sewer line and run their own line east to the Village’s main line.” The Village conducted sewer flushing to experiment to see if this option would work and it looked promising. Ruekert/Mielke recently submitted a revised drawing to the Wisconsin DNR for re-approval. If DNR approval is received, a change order will be needed to change the drawings for the contractor, Mid-City Plumbing to determine if a cost change is needed.

c. Discussion and Possible Recommendation to the Village Board to add a right arrow sign at the intersection of Burroughs Dr and Evergreen Ln.
Buechl explained that he met with Katie Jelacic who lives in the Glen subdivision. Katie stated drivers are frequently driving up Burroughs Dr. from W. Wisconsin Ave and continuing into the private driveway where cars are then turning around in driveways. She is requesting, on behalf of the HOA, if a right arrow sign can be added to encourage drivers to turn right onto Evergreen Ln instead of driving into the private driveway. The HOA has added some “Private Roadway” signs to discourage vehicles entering at this location; however, vehicles are still entering the subdivision at this location.
Member Wellenstein moved, seconded by Member Krasovich to recommend to the Village Board the addition of a right arrow sign at the intersection of Burroughs Dr and Evergreen Ln.
Motion carried 4-0.
d. Review and Discussion on 2025 Street Projects Status Update
Buechl explained the 2024 Street project was initially intended to include W. Wisconsin Ave from the railroad tracks to Glacier Road, and the east/west section of the Orchard Avenue alley. The final 2024 bid package did not include these streets in order to make the bid package more attractive to bidders and stay closer to the budget. The W. Wisconsin Ave project from the railroad tracks to Glacier Rd is proposed to be bid out in the 2025 Street Program. The initial estimate is $700,000 to $800,000. Buechl further explained that a water loop connection is needed at the dead-end water main lines on Capitol Dr and Glacier Rd. Water main relays are also planned.

e. Review and Discussion on maintenance of driveway approaches
Buechl stated there have been residents asking the Village to repair their driveway approaches. The Village policy has been that property owners are responsible for any repairs, maintenance, or replacements of their driveway approaches. However, there is nothing in writing to confirm this practice that has been found. When driveway approaches were first installed, the property owner had to obtain right of way permit to install the approach.
Member Hill moved, seconded by Member Wellenstein to formalize an ordinance making the driveway approaches the responsibility of the property owner.
Motion carried 4-0.
f. Discussion on Lead Service Line Study Status Update
Buechl stated the DNR requires municipalities complete a Lead Service Line Study. The Village is required to send notifications to customers and residents to alert them of a potential lead water service line. Village staff have already began performing inspections as the opportunity arises, such as when water meters are being replaced or when residents allow Village staff entrance to their basements to view the water service line. There was an insert sent out with the Village water utility bills for Quarter 3.

g. Discussion on the tuckpoint bid for World War II Monument
Buechl explained that 20% of the bricks at the World War II Monument have cracks in the mortar. Buechl contacted several contractors and none of them gave a quote. They finally did receive a quote for around $2,500. Buechl suggested the Department of Public Works could do the project to save on costs.
Member Grabowski stated he preferred to use a professional company and not tie up the DPW with this project.
Member Krasovich agreed with Member Grabowski and asked if the project could be completed before Veteran’s Day on November 11th.
