VILLAGE OF PEWAUKEE VILLAGE BOARD MINUTES
May 2, 2023
1. Call to Order, Pledge of Allegiance, Moment of Silence, and Roll Call
President Knutson called the meeting to order at approximately 6:00 p.m. The Pledge of Allegiance was recited, followed by a moment of silence.
Roll Call was taken with the following Village Board members present: Trustee Heather Gergen, Trustee Bob Rohde, Trustee Kelli Belt; Trustee Chris Krasovich; Trustee Craig Roberts; Trustee Jim Grabowski; and President Jeff Knutson.
Also Present: Village Attorney, Mark Blum; Village Administrator, Scott Gosse; Village Clerk, Cassie Smith

3. Approval of Minutes of Previous Meeting
a. Minutes of the Regular Village Board Meeting – April 18, 2023
Trustee Krasovich moved, seconded by Trustee Roberts to approve the April 18, 2023, minutes of the Regular Village Board meeting as presented.
Motion carried 7-0.
b. Minutes of the Strategic Planning Workshop Meeting – April 20, 2023
Trustee Gergen moved, seconded by Trustee Rohde to approve the April 20, 2023, minutes of the Strategic Planning Workshop meeting as presented.
Motion carried 7-0.

5. Ordinances
a. Discussion and Possible Action on Ordinance No. 2023-05, Ordinance to Amend Chapter 2, Article II, Division 2, Section 2.110 of the Code of Ordinances Regarding Appointed Committees
President Knutson asked for this to be on at the VB meeting as a housekeeping update to ensure all committees and boards are consistent. In the past, the Village Board has not selected the Chair and this update will allow the committee to elect the Chair of the meetings. The other change was to move the Public Works & Safety Committee to serve for 3-year terms.
Trustee Grabowski moved, seconded by Trustee Roberts, to Approve Ordinance No. 2023-05 to Amend Chapter 2, Article II, Division 2, Section 2.110 of the Code of Ordinances Regarding Appointed Committees as Presented.
Motion carried 7-0.
b. Discussion and Possible Action on Ordinance No. 2023-06, Ordinance to Amend Chapter 62, Article II, Section 62.101 of the Code of Ordinances Regarding Plan Commission Membership
President Knutson stated that he is looking to update the ordinance from a 2/3 majority vote to a majority vote of those present at the meeting. Trustee Roberts noted that Paragraph b it states that the appointed Trustee would run the meeting in the absence of the President.
Trustee Gergen moved, seconded by Trustee Rohde, to Approve Ordinance No. 2023-06 to Amend Chapter 62, Article II, Section 62.101 of the Code of Ordinances Regarding Plan Commission Membership as Presented.
Motion carried 7-0.
c. Discussion and Possible Action on Ordinance No. 2023-07, Ordinance to Amend Chapter 34, Section 34128 Regarding Fees Related to Fire Sprinkler Systems
Clerk Smith stated the proposed Ordinance updates the Fire Sprinkler and Alarm fees to match the City of Pewaukee.
Trustee Roberts moved, seconded by Trustee Krasovich, to Approve Ordinance No. 2023-07 to Amend Chapter 34, Section 34128 Regarding Fees Related to Fire Sprinkler Systems as Presented.
Motion carried 7-0.

1. Board of Review –1 Alternate Member (3 year term)
Trustee Roberts motioned, seconded by Trustee Grabowski to Appoint Kelly Berriman as an Alternate Board of Review Member for the Term Ending on April 30, 2026.
Motion carried 70.
2. Public Works & Safety Committee – 3 Members (2 year terms); 1 Trustee
No action was taken.
3. Zoning Board of Appeals – 1 Members (full 3 year terms);
Trustee Krasovich motioned, seconded by Trustee Rohde to Appoint Kelly Berriman as a Regular Zoning Board of Appeals Member for the Term Ending on April 30, 2026.

4. Police Commission – 1 Member (3 year term); 1 Member (term ending 4/30/24)
Trustee Rohde motioned, seconded by Trustee Grabowski to Appoint Jeffrey Bublitz as a Member of the Police Commission for the Remaining Term Ending on April 30, 2024.
Motion carried 70.
Trustee Gergen motioned, seconded by Trustee Krasovich to Appoint Jodie Borckmann as a Member of the Police Commission for the Remaining Term Ending on April 30, 2026.
Motion carried 70.
5. Historic Preservation Commission –1 Member (term to expire 4/30/24); 1 Member Architect (term to expire 4/30/24); 1 Member (3 year term)
No action was taken.
6. Lake Management Planning Committee
Trustee Rohde motioned, seconded by Trustee Roberts to Appoint Trustee Belt as the Village Member on the Lake Management Planning Committee.

8. New Business
a. Discussion and Possible Action on VFW Memorial Day Car Show Special Event Permit Application
Administrator Gosse stated this event is consistent with past years. There are no concerns from the Fire or Police Department.
Trustee Rohde motioned, seconded by Trustee Gergen to Approve the VFW Memorial Day Car Show Special Event to be Held on May 29, 2023.
Motion carried 7-0.
b. Discussion and Possible Action Regarding the July 4th, 2023, Village Board Meeting
Administrator Gosse stated that the Village Board meeting falls on July 4th and asked if the Village Board would like to reschedule or cancel the meeting.
Trustee Roberts motioned, seconded by Trustee Krasovich to move the Village Board Meeting to July 5th, 2023, Pending Village Staff Feedback on Agenda Items.
Motion carried 7-0.
c. Discussion and Possible Action on Alcohol Licenses
1. VFW Memorial Day Car Show Temporary Alcohol License
Trustee Gergen moved, seconded by Trustee Rohde to Approve the Temporary Class “B” Retailer’s License for the Annual VFW Memorial Day Car Show Event to be Held on May 29, 2023, at the Kiwanis Village Park.
Motion carried 7-0.
2. New “Class A” License Regarding 1256 Capitol Dr #600
Trustee Grabowski moved, seconded by Trustee Roberts to Approve the “Class A”/ Class “A” Combination Alcohol License for the Licensing Term ending June 30, 2023, as Presented.
Motion carried 7-0.
3. New “Class B” License Regarding 742 Glacier Rd
Trustee Gergen moved, seconded by Trustee Roberts to Approve the “Class B”/ Class “B” Combination Alcohol License for the Licensing Term ending June 30, 2023, Contingent Upon Fire Department Approval.
Motion carried 7-0.
