1. Call to Order, Pledge of Allegiance, Moment of Silence, and Roll Call
President Knutson called the meeting to order at approximately 6:00 p.m. The Pledge of Allegiance was recited, followed by a moment of silence.
Roll Call was taken with the following Village Board members present: Trustee Bob Rohde, Trustee Kelli Belt, Trustee Chris Krasovich, Trustee Kristen Kreuser, Trustee Jim Grabowski; and President Jeff Knutson.
Also Present: Village Attorney, Matt Gralinski; Village Administrator, Matt Heiser; Village Public Works Director, Dave Buechl; and Village Clerk, Jenna Peter.
2. Public Hearings/Presentations
a. Public Hearing on Ordinance 2025-02 to Create Section 40.3674A(2) of the Municipal Code of the Village of Pewaukee Regarding the Conversion of an Outlot to Buildable Single-Family Residential Use Status in the Residential Infill-Redevelopment Overlay District.
Irv Krist, a representative of Cornerstone Development was in attendance for questions.
3. Approval of Minutes of Previous Meeting
a. Minutes of the Regular Village Board Meeting – March 4, 2025
Trustee Krasovich moved, seconded by Trustee Rohde to approve the March 4, 2025, minutes of the Regular Village Board meeting as presented.
Motion carried 6-0.
4. Citizen Comments
Irv Krist- Cornerstone Representative - Irv explained that Cornerstone would like to place a home on the outlot. They came up with floorplans that would fit and conform with the lot size and setbacks. They will eventually need to do a road cut to bring in sewer to that location.
5. Ordinances
a. Review, discussion and possible action on Ordinance 2025-01 Regarding the Operation and Use of Golf Carts on Public Streets.
Trustee Grabowski and Attorney Gralinski gave a brief overview of the Ordinance. Some topics touched on were providing proof of insurance as part of the registration process, having clear guidelines of enforcement for violations, and making sure the public knows they cannot cross any highways.
Trustee Grabowski moved, seconded by Trustee Kreuser to approve Ordinance 2025-01 as presented.
Motion carried 6-0.
b. Review, discussion, and possible action on Ordinance 2025-02 to Create Section 40.3674A(2) of the Municipal Code of the Village of Pewaukee Regarding the Conversion of an Outlot to Buildable Single-Family Residential Use Status in the Residential Infill-Redevelopment Overlay District.
Administrator Heiser MH- explained Cornerstone Development approached the Village in 2024 about developing an outlot on Quinlan Drive. The lot did not meet minimum standards for development as defined in Chapter 40 of the Municipal Code. The Plan Commission recommended the creation of an Ordinance to allow for development on the outlot.
Trustee Krasovich moved, seconded by Trustee Grabowski to approve Ordinance 2025-02 as presented.
Motion carried 6-0.

8. New Business
a. Review, discussion and possible action to direct staff to compose an anti-cruising ordinance.
Grabowski explained that he has been approached by some downtown business owners with safety concerns and congestion due to repeated cruising of certain vehicles. The business owners requested the Village Board look into an anti-cruising ordinance for part of W Wisconsin Ave along the beach area. Grabowski further explained that the Police Chief would be in favor of having some way to enforce this whether it be through camera evidence or other sources.
Gralinski stated many other communities follow the same format in writing a template for this type of ordinance.
Grabowski stated the defining element is the intention behind it. If you have a dedicated point you are going to that would not be considered cruising. Golf carts would be included in this ordinance.
Trustee Krasovich moved, seconded by Trustee Grabowski to direct staff to compose an anti-cruising ordinance.
Motion carried 6-0.
b. Review, discussion and possible action to appoint Jacob Barnes to the Zoning Board of Appeals.
Trustee Grabowski moved, seconded by Trustee Rohde to appoint Jacob Barnes to Zoning Board of Appeals.
Motion carried 6-0.
c. Review, discussion and possible action on Temporary “Class B” Wine/Class “B” Beer Retailer’s License for the VFW Car Show.
Trustee Rohde moved, seconded by Trustee Krasovich to approve the Temporary Class B Wine/ Class B Beer
Motion carried 6-0.
d. Review, discussion and possible action to schedule a special meeting of the Village Board.
Heiser explained that the business, Myxn, is moving locations and will be taking over the Twisted Vine location. Myxn currently has a Beer/Wine license. There are statutory laws with waiting periods and publications. They are targeting April 11th for a soft opening date. In order for the timing to work out, the owner of Myxn is requesting a Special Village Board meeting in-between April 2nd and April 15th.
Gralinski stated in a transfer situation; the parties would come of agreement because the owner of Twisted Vine would need to surrender their current license at the same time. Until the current license holder surrenders, there will not be a Class B Combination license available.
The Board was concerned with setting a precedence for allowing this type of situation in the future. If the Board allows this for one business, then it would have to allow it for all businesses.
Trustee Krasovich moved, seconded by Trustee Kreuser not to schedule a special meeting.
Motion carried 6-0.

10. Closed Session. –
The Village Board of the Village of Pewaukee will enter into closed session pursuant to Wis. Statute Section 19.85(1)(g) for the purpose of conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved, specifically regarding: Wisconsin Manufacturers and Commerce, Inc. vs. the Village of Pewaukee Case 22CV000515.
In addition, the Village Board of the Village of Pewaukee will remain in closed session pursuant to Wis. Statute Section 19.85(1)(c) to consider employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility, specifically regarding the position of Utilities Supervisor.
Trustee Rohde moved, seconded by Trustee Krasovich to move into Closed Session at approximately 6:42 p.m. Motion carried on Roll Call vote, 6-0.
11. Reconvene into Open Session
Trustee Krasovich moved, seconded by Trustee Kreuser to reconvene into Open Session at approximately 7:22 p.m. Motion carried on Roll Call vote, 6-0.
a. Review, discussion and possible action regarding Wisconsin Manufacturers and Commerce Inc. vs. Village of Pewaukee Case 22CV000515.
Trustee Krasovich moved, seconded by Trustee Kreuser to proceed as directed in closed session.
Motion carried 6-0.
12. Review, discussion and possible action regarding the compensation for the Utilities Supervisor.
Trustee Grabowski moved, seconded by Trustee Rohde to approve the compensation as discussed in closed session.
Motion carried 6-0.
