1. Call to Order, Pledge of Allegiance, Moment of Silence, and Roll Call
President Knutson called the meeting to order at approximately 6:00 p.m. The Pledge of Allegiance was recited, followed by a moment of silence.

Roll Call was taken with the following Village Board members present: Trustee Bob Rohde, Trustee Kelli Belt, Trustee Chris Krasovich, Trustee Kristen Kreuser, Trustee Jim Grabowski; and President Jeff Knutson.

Also Present: Village Attorney, Mark Blum; Village Public Works Director, Dave Buechl, Village Administrator, Matt Heiser, and Village Clerk, Jenna Peter.

2. Public Hearings/Presentations –
a. Public Hearing on Resolution 2025-04, to Amend and Confirm the Previous Levying of Assessments Against Benefited Property for the Installation of Curb and Gutter (Orchard Ave Reconstruction Project.)
Dennis Anders @150 Lake St. – Mr. Anders stated when the handicap ramp was installed as part of this project, it now floods when it rains and gets icy when it snows. Mr. Anders further stated that when the project started, he was not notified when his yard was going to be dug up. He would also like to see every Village vehicle be labeled as belonging to the Village.
Vicki Chilson @243 Orchard Ave – Ms. Chilson stated while she is happy to know where her property stakes are, she would like to be notified in the future when someone will be coming into her yard. Ms. Chilson also questioned if the grass in the yards will be fixed and the dirt leveled off or is the project completed.

3. Approval of Minutes of Previous Meeting
a. Minutes of the Regular Village Board Meeting – March 18, 2025
Trustee Krasovich moved, seconded by Trustee Kreuser to approve the March 18, 2025, minutes of the Regular Village Board meeting as presented.
Motion carried 6-0.

4. Citizen Comments – None

5. Ordinances – None

6. Resolutions–
a. Review, Discussion and Possible Action on Resolution 2025-04, to Amend and Confirm the Previous Levying of Assessments Against Benefited Property for the Installation of Curb and Gutter (Orchard Ave Reconstruction Project.)
Administrator Heiser explained this is an updated version of the Resolution that was approved last fall. The special assessment fees should have been put on the 2024 tax roll, but due to the transition of the Treasurer’s position, the fees were inadvertently not assessed.
Trustee Rohde stated if you are in the City, you would have to pay the full of amount of the assessment instead of just the $500 cap. The rest of the residents are subsidizing this project as well.
Trustee Krasovich wanted to reiterate that the handicap ramp was installed due to ADA requirements.
Heiser will look into the quality complaints.
Trustee Krasovich moved, seconded by Trustee Grabowski approve Resolution 2025-04 as presented.
Motion carried 6-0.

b. Review, Discussion and Possible Action on Resolution 2025-05, to Acknowledge the 2024 WPDES Storm Water Discharge Permit and Annual Report.
Trustee Grabowski moved, seconded by Trustee Rohde to approve Resolution 2025-05 as presented.
Motion carried 6-0.

7. Old Business – None.

8. New Business
a. Review, discussion and possible action on a Right-of-Way Permit for Beach House Bistro, 161 W. Wisconsin Ave 1J for Street Dining
Clerk Peter explained Beach House Bistro was approved for a Conditional Use Grant for outdoor seating in 2024. Due to the transition with the Village Administrator at the time, a formal right-of-way permit was not approved.
Trustee Grabowski moved, seconded by Trustee Kreuser to approve the right-of-way permit for Beach House Bistro for Street Dining.
Motion carried 6-0.

b. Review, discussion and possible action on proposed summer schedule for the Pewaukee Lake Water Ski Club.
Trustee Grabowski moved, seconded by Trustee Krasovich to approve the proposed summer schedule for the Pewaukee Lake Water Ski Club.
Motion carried 6-0.

c. Review and discussion of an update on the Quiet Zone project.
Heiser gave an update from the Village Engineer, Tim Barbeau, regarding the Village’s quiet zone status. The current length of the median on Oakton Ave is long enough to meet the requirements of a quiet zone. The Wisconsin DOT may extend the median if they have safety concerns, but it is not a requirement for the Village to qualify for a quiet zone. Tim Barbeau will be scheduling a diagnostic meeting with all of the stakeholders. Staff will pursue a timeline with the Engineer and update the website so that it is transparent to the public.
Trustee Grabowski mentioned he would like to see more permanent bollards at the median instead of the temporary plastic ones there now.
No action taken.

d. Monthly Approval of Checks and Invoices for All Funds – February 2025
Trustee Krasovich moved, seconded by Trustee Kreuser to approve all funds for February 2025 except the Library.
Motion carried 6-0.

Trustee Krasovich moved, seconded by Trustee Grabowski to acknowledge the Library funds for February 2025.
Motion carried 6-0. 

9. Citizen Comments – None.

10. Closed Session.The Village Board of the Village of Pewaukee will enter into closed session pursuant to Wis. Statute Section 19.85(1)(g) for the purpose of conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved, specifically regarding: Wisconsin Manufacturers and Commerce, Inc. vs. the Village of Pewaukee Case 22CV000515
Trustee Rohde moved, seconded by Trustee Kreuser to move into Closed Session at approximately 6:31 p.m.
Motion carried on Roll Call vote, 6-0.

11. Reconvene into Open Session
Trustee Krasovich moved, seconded by Trustee Rohde to reconvene into Open Session at approximately 6:35 p.m. Motion carried on Roll Call vote, 6-0.

a. Review, discussion and possible action regarding Wisconsin Manufacturers and Commerce Inc. vs. Village of Pewaukee Case 22CV000515
No action taken.

12. Adjournment
Trustee Krasovich moved, seconded by Trustee Kreuser to adjourn the April 2, 2025, Regular Village Board meeting at approximately 6:36 p.m.
Motion carried 6-0.
