The approving body for a quiet zone is the Federal Railroad Administration (FRA). However, the other stake-holders (Office of Commissioner of Railroads, WisDOT) have a voice in the process.

The Village Board directed staff to place speed humps seasonally, from approximately May 15 to approximately September 15th along the lakefront, to help slow traffic and improve pedestrian safety.
The speed hump installation aligns with the previously established seasonal lakefront speed limit of 15 mph.
